All Eyes on the IMO as Net-Zero Framework Talks Return

The International Maritime Organization's Net-Zero Framework, the first proposed global system combining a fuel greenhouse-gas intensity standard with a pricing and reward mechanism, is expected to return to the negotiating table this October.
The framework was approved in principle in April 2025, but at an extraordinary session in October 2025, Member States voted by 57 to 49 to adjourn the adoption decision for one year. Technical work on implementation guidelines has continued since, and the IMO's environment committee agreed in April 2026 to hold further intersessional meetings, although no firm timeline was set for a revised framework.
Whatever the outcome, the direction of travel is clear: shipping is moving towards lower-carbon fuels and tighter emissions requirements, and companies are already preparing.

Regardless of the timing of any global carbon pricing, the transition to new fuels and energy-efficiency measures is under way. Owners, operators and port authorities should be building workforce readiness for alternative fuels, emissions reporting and energy management now, not after the rules are finalised.
